How To Obtain Licences
Criteria for obtaining of various licences by the desirous applicants are:-

Fair Price Shop Licence

  • For every 250 ration cards in a particular area/locality, one Fair Price Shop can be opened.
  • Preference shall be given to un-employed youth having passed at least Matriculation examination and in case of youth belonging to (SC/ST/RBA/OBC/ALOC) minimum qualification required shall be Middle pass.
  • The applicant for dealership shall have to produce a surety for a sum not less than Rs. 10,000/- (Rupees Ten Thousand only).
  • The Government Sale Depot and proposed Fair Price Shop should not fall within a vicinity of one Km from each other.
Retail K.Oil Licence

  • There should be a feasibility of catering services to at least 500 households and in case it may not affect the other established depot by curtailing the ration tickets.
  • The applicant shall be a permanent resident of Jammu & Kashmir and should preferably be a local of the area.
  • The applicant should not be more than 40 years and less than 18 years of age.
  • The applicant should preferably be a Matriculate. At the time of filing application he shall have to furnish a certificate from the District Employment Officer/District Industries Centre that he has not borrowed any loan from Government /Semi-Government Institute or a Bank for establishment of any other business under self-employment scheme.
  • More than one License shall not be issued to a family.
  • In the event of Licence holder getting a job he/she shall have to surrender his/her licence to the Licensing Authority.
  • The applicant shall have to obtain NOC from Fire and Emergency Services Department.
  • The applicant has to deposit the prescribed licence fee.
Wholesale Mutton Licence

  • The applicant should be a bonafide Kothdar having five years experience in the trade.
  • The applicant should be a permanent resident of Jammu & Kashmir State.
  • The applicant should produce a certificate showing that he has godown space of 500 sq feet which should be safe for storage of 125 sheep.
  • The applicant should not be a retailer directly or indirectly.
  • The applicant shall present personal surety bond duly attested by ‘First Class Magistrate’.
  • The applicant shall have to deposit the prescribed licence fee.
Retail Mutton Licence

  • Application on prescribed format by the applicant.
  • Affidavit to the effect that the applicant shall comply with all the rules and regulations of J&K Mutton (Licensing and Control) Order, 1973.
  • Verification report of Inspector CA&PD concerned.
  • The applicant shall have to deposit the prescribed licence fee.
Shali Husking Mill Licence (Huller/Sheller Type)

  • The paddy production for installation of Huller type should be 1600 Qtls in the village and 16000 Qtls for Sheller type in a Patwar Halqa.
  • Preference will be given to educated un-employed youth of the village where the Shali Machine is proposed to be installed.
  • N.O.C from District Industries Centre of the District/Power Development Department/Pollution Control Board/Local Auqaf or school needed.
  • Papers regarding title verification of the land on which the unit is to be installed.
  • SHO of the concerned Police Station shall certify that the prospective owner of such unit or any member of his family is not a grain dealer or a profiteer or a hoarder.
  • Applicant shall furnish necessary affidavit duly attested by Magistrate Notary that he will install a modernised Shali Machine.
  • Deposition of prescribed licence fee.
